Non-Proliferation

Nuclear Non-Proliferation Initiatives- Jim was one of the principal negotiators of the historic U.S.-Russian HEU Agreement, commonly referred to as “Megatons to Megawatts”. Between 1993 and 2013 this deal resulted in the conversion of 20,000 Russian nuclear warheads into 7 billion megawatt hours of electricity that were generated by U.S. nuclear utilities. Between 1995 and 2005 Jim originated several projects at the ULBA Metallurgical Plant located in Ust Kamenogorsk, Kazakhstan that were funded under the DOE/NNSA’s CRADA Program. The CRADA Program is a public-private initiative that seeks to provide employment for former Soviet scientists that were engaged in nuclear weapon development. Jim co-authored the report entitled, “Practical and Technical Aspects of an International Nuclear Fuel Bank (IAEA LEU Bank), and made the presentation before the general assembly of the IAEA on November 8, 2010 which is largely credited with the formal adoption of the IAEA LEU Bank on December 2, 2010 without any dissenting votes.
